I heard along the lines of some boys in the pub that if I change and extend my tie rod ends I can potentially get better lock to lock/ turning/ steering.
Is this possible and if so what are the steps involved, or was it just a bunch of drunks fighting over who knows "more" about cars ?!

what is your lock to lock now?

Do you have manual or power steering? Power steering racks have a slightly faster steering ratio.

Extending the tie rod ends would cause the toe alignment to toe-in. I have never seen a way to achieve a better lock to lock steering range on our cars. The better ratio power rack will get you from lock to lock a little faster though.

So what you are looking to do is decrease your overall turning radius by allowing the front wheels to turn further when the steering wheel is at full lock?

I've seen it done on RWD cars (a certain E30 comes to mind) but never a civic.

and they keep the original steering rack. So perhaps there would only be some mild fabrication involved for building something like this for our cars.
I can't see the outer CV joints lasting very long though.

So the drunks were correct, it can be done but most likely on RWD cars.

This is only if you have a manual rack. and even then a power rack is only like a 1/4 to a 1/2 turn more at most. There is not improving lock to lock on our cars with out stepping up to a different cars rack like maybe an Integra but they are still like 3 1/2 turns lock to lock. Not sure what the Type R rack is but it might be slightly better. really you think about it it is only 1.75 to each side for a power steering rack.

As far as the rest I am not sure what your are trying to gain on turning radius. RWD cars can do that because their suspension setups are different and you need to when drifting at the speeds that the do. It also requires a ton of frame and body mods to make your wheel turn that much into the car.
