License Plate question

Is there a way to replace the license plate mounts on the trunk? The bolt holes are rusted, one has a bolt broken off in it and rusted, the other I can't thread a bolt into because it's to rusted. I can't seem to get to them from inside. Can they be removed and replaced?

drill with a small bit and use an extractor set or you can try to use a vise grip plier to grip the shank and turn.

Anyone know the size of the bolts that hold the rear license plate? Are they the common M6 x 1.0?
