figured that this would be the best place to post this so.....i am trying to find an online program that i can use to modify my car, one that actually can pick your specific car, and i mean by like editing paint jobs, body kits, hoods, wheels, spoilers, all the exterior stuff, is there anything like that and one that actually look like real cars and not that fake like cartoon shit. thanks

You can edit the pictures in Adobe Photoshop (adobe.com) and download a trial. however it retails for 600USD or some other insane amount. For Freeware there is GIMP, It does alot of what Photoshop does Not all, but alot.
http://www.gimp.org/
If you want a
LEGAL Solution to get Photo editing for free. Gimps the way to go. If you dont like GIMP you can get "Paint.net" Which is a free replacement for MSpaint which has many Photoshop like abilitys

Hope that answers your question.

I think he means something automated or interactive like civic-eg.com's rim viewer, but with more options like add a body kit. There is a site out there that has body kits, but I can't remember it...

Well go to any video game store, check out the used games and look for where it lists licensed cars. if the civic is on there it might be our year range. then again it might not. One to check would be "Juiced" it has lots of licensed stuff. I don't own the game but if that is what you want that would be what I would recommend. If you want them for Free, There are ways on the internet of downloading PC Games such as Juiced. If you don't know of this, Then your probably don't deserve to get your game for Free(no offense meant here at all, A quick google search will tell you how).
