random wires

The under dash with the 2 wires looks to be the diagnostic connector used for reading CEL's and setting the ecu in diagnostic mode.
The under hood one looks to be the junction that is usually capped off. Those 4 cut wires look like the 4 colors used for injector wires, so maybe this car had a resistor box in a previous setup?
