IDLE MAKIN ME GO CRAZY

hey EGs and EJs
i have a 95 civic with a jdm b16a ever since i got the car its had and idle issue
if i try to idle the car between 1600rpm -3900rpm it jumps all the way to 4000 rpm

i already changed the
IAC valve
MAP sensor
TPS sensor
I cleaned the FITvalve ( http://www.honda-tech.com/showthread.php?t=1564019 )

is your throttle cable too tight? If there is no slack, the throttle body will not close completely and engine will rev more than it should at the lightest touch of the gas pedal.

i dont think its that ive tried messin around with the throttle cable and it does the same thing

if u say it my throttle cable, could be my throttle bracket thats connect to the intake manifold and that holds the throttle cable

my car has a ugly custum made one that uses only one bolt insted of 2

if you have a little bit of dead space when you start to press the gas pedal, then that is normal.
If you the rpm's go up as soon as the pedal starts to be pressed, then the cable may be too tight.

yea i can idle the car from 800-1500 but if i try groin higher than 1600 it hesitates then jumps to 4000

i was also wondering do hondas have mass air flow (MAF) sensor
if so where are they located
