On the back of my d16z6 above the oil filter is the oil pressure sensor? Well the sensor is not connected to anything the wires were cut. My car throws no cel, should this thing be hooked up

yes, it should be hooked up, but as you can see is not 100% necessary...
I am relatively sure it is only to throw on the oil light if your oil pressure becomes extremely low, enough to cause harm to the engine.
