low-fuel warning light not litting up?

I had this problem ever since i brought the car a year ago.
When the fuel goes very low the low-fuel warning light doesn't come up.

I have some wierd things happening to the car lately too, for example:

-when i tried to fill up at the gas station, the pump cuts me at $20 as if the gas tank is full already
-i can never fill up more than $35

anyone know what's causing this problem?
any help would be appreciated!

Maybe a dead bulb? :?

As for not being able to fill up, nothing could be stopping this inless you have something in your tank :? As far as I know, all Civic EG's have the same sized fuel tank.

Are you sure you have a fuel light? Loads of eg's dont

I just checked, my car doens't have the low-fuel warning light :P

I do have another problem with the gauge though.
-the gauge never goes below 3/4 when the tank is empty
-checked fuel sensor (the floating thing) it's fine
-checked cluster, working properly
