Civic EG

I just put seat belts in the rear of my eg from another eg and their alway locked into place. Nomorlly it happens when you step on the brakes hard but mine are always like that . Are they broken or whats wrong with them?
LMK I can't have anyone sit back their yet because of that.

jiggle them around... poke around inside them with a screwdriver... or take them out and beat them on the ground.
