D15B7 idling funny

My d15b7 is idling up and down still but only on cold start up and when its at full operating temperature. I cleaned the fast idle thermo valve and the idle air control valve. It has a fresh timing belt on it too. Only been on a week today. Could it be a lil low on coolant or something else? Any help will be greatly appreciated guys and gals.

And using gas bad. Drive 20 miles n used a quarter tank.

coolant is a def possiblity if its low or need bled it can cause it to surge up and down also a leaking intake gasket with cause that and bad mpg just ran into to that problem on my car.

On the gas part I think the sending unit going out cuz it jumped back up to almost full, which is where it should be. But the gaskets were replaced in November when I had to put a head gasket on it. And Im gonna try to bleed out coolant system in a few.
